CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES
„Ï Marty opened the meeting at 6:00pm in the Schmidt Room at Town Hall.
„Ï Minutes of previous meeting approved as written and seconded.

I: ATTENDANCE
Howard Hallman, Tammy Jamieson, Michael Johnson, Nathan Mosley, Eric Nicholds, Mary Kay Rachwalski, Marty Richardson, John Taylor

Absent: Dave Koop, Pat Taylor, Andrew Yarosh, Tom Dopplick, Stinky Steinbrink
Guests: Nancy Vandoorninck and Rick Warren, South Forty homeowners

II: OLD BUSINESS
1. Maryland Creek
Town Council passed 1st Annexation agreement, 2nd reading December 14th.
Trail (build) timelines:
Hwy9 - 10¡¦ trail with park improvements
1st Plat ¡V 6¡¦ all purpose trail with main road development
Subdivision ¡V (interior pedestrian trail) will be part of build
Pedestrian Reserve Trail when Ranch Central is complete
Connection to 3 Peaks? ¡V will pursue with USFS
2. North Pond Park ¡V Site Plan - Kim, Neils Lunceford and Jarrett, Baker Hogan Houx
Update to SPORT from meetings with PC and TC in July:
Key Points from Council, including the addition of Maintenance shed
1. Lighting; parking lot lights similar to the Pavilion 9-12¡¦ poles w/0-glare.
2. Safety; Blue River Trail crosswalk with added lighting, guardrails and possibly mesh, added to docks for safety.
3. Berm vs. Fencing along Highway 9 to buffer noise. Buck rail fence from the trail to the bridge with trees, vegetation.
4. Restrooms; they have been split into 2, men¡¦s and women¡¦s with single stalls.
5. Warming Hut; have added 4 gas unit heaters in ceiling and one in each restroom. Solar was not in the budget, but have large south facing windows for passive solar heat.
6. Storage; added in lobby under countertops to put shoes, etc. Janitor storage with sink, with gas stubbed out for future fireplace use. Flip up benches have been added for addition seating.

III. NEW BUSINESS
1. Art Donation
Info/policy ready by January meeting.
2. Cottonwood Park Fishing Signs
Guests Nancy Vandoorninck and Rick Warren expressed concern over current ¡§River Access¡¨ signage south of the JSA, near South Forty. Signs seem to be directing fisherman to South Forty property, and the homeowners are concerned about liability issues. Michael will schedule a site visit, weather permitting. (Spoke with Michael on 12/5/05, no site visit made due to snow, so a follow up will be done in the spring).
3. SPORT Elections
We will need to elect a Chairman and Vice Chairman next year, start thinking about it and we will discuss it at the December meeting.
IV: PROJECT REPORT
1. Blue River Experience
a. Property negotiations
-Deadline for 2nd appraisals on Boot¡¦s and Sam Brown¡¦s properties is November 18th.
-No report back from GOCO on Grande property.
-Blue River Valley Ranch Lakes Estates is still a possibility.
b. North Pond Design
-Approved, but still a concern on cost estimate.
c. Blue River Restoration - Completed

1. Ponds/Ice Rink ¡V December 15th, weather permitting

3. Rainbow Park Master Plan Review - on hold .

-Officer Jen DeMatoff is working on report of off-leash dog issures in Rainbow, and ideas to address these issues. Does the current signage in Rainbow address the leash law?
7. Sand Volleyball Courts
-Nets are down for winter, mesh installation next spring.
-Bill Kleckner no longer Public Works contact. New contact TBA.
