March 8, 2007
CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES
„Ï Mary Kay opened the meeting at 6:07pm in the Schmidt Room at Town Hall. „Ï February 15, 2007 Minutes motion to approve as written by Nathan and seconded by Don.

II: OLD BUSINESS 1. Art in Public Places: Mary Kay received several samples of Instrument of Conveyance and Applications from Jerry Dahl. What Mary Kay found common in most documents was that the no matter what documents the artist signs with their donation, they still have lots of rights according to the 1990 Visual Artist Rights Act. She and Marty will review these documents and put together an appropriate one as attachments to the recently drafted Art in Public Places Policy. They hope to have a policy in place for Tammy to take to the March 12th Directors meeting. III. NEW BUSINESS 1. Countywide Field Assessment RFP: Tammy mentioned that the Town of Frisco is currently requesting proposals from firms interested in conducting a countywide athletic fields assessment and long-term management plan. When Joanne Breigenzer, Sports Coordinator for the Town of Silverthorne, returns from maternity leave she may very well become involved in this process when necessary. Tammy mentioned their process may go something like; getting proposals, holding public meetings, then ¡§findings¡¨ meeting. This information, if you are interested, can be found on their website at www.townoffrisco.com.
IV: PROJECT REPORT UPDATE: Mary Devlin 1. Angler Mountain Ranch: Preliminary sub has been approved, waiting for final PUD and Sub. They are still providing trail and possible access to USFS land, they have decreased the number of parking spaces by 4 to 8, it was suggested that we leave it at 8 but have in the agreement the option to expand to 12 if necessary. AMR is planning 62 single family lots, 148 multi family, and 30 cabins and are going to keep the lake private to owners. Tammy should have a packet soon for review and comments are due before April 26. She will let everyone know when she has the submittal. 2. Sapphire Plaza: PC recommended for denial, going to Town Council due to big concerns with wetlands and height issues. 3. Lifestyles Center: PC recommend for approval. OTHER: Smith Ranch annexation presented, TC recommended continuance.
V: PARKS, TRAILS & OPEN SPACE PROJECTS ¡V REPORTS & UPDATE 1. Blue River Experience: a. Property Negotiations: GOCO Concept papers for the next Large Scale Grant are due 3/23/07. We are asking for money and construction of the trail in this grant. Tammy and Bob Searns are rewriting and updating the 2004 application for submittal. Construction costs etc, have dramatically increased (over 30%) from 2004. GOCO will review all submittals, GOCO will review and if invited back we will submit full application in September, presentations and walk throughs will happen in October, and grant winners will be announced in December b. Wetlands Survey: Diane Johnston of BRVRLE met with Tammy for an update on progress because they have a Board meeting this weekend. c. BRT: Design and permitting from NPP to Bald Eagle and Angler Mtn Ranch to Legend Lake Cr. DHM has submitted proposal and Bill Linfield is now taking the lead. 2. North Pond Park: We had some warranty issues with the fire pit, but they have been resolved 3. Adopt a Trail Program - Park Component Update: Start to think about how we can incorporate the parks aspect into this contract and we will discuss at next month¡¦s meeting. Don will get with Bill Linfield to see how it may impact or help our parks department¡¦s duties in the summer months. 4. Disc Golf Course ¡V no report 5. Dog Park - No Report 6. Pedestrian Bridge Town Center Phase II to Outlet¡¦s Green Village: Bids were 100% over project budget!
SEASONAL PARKS & FACILITIES OPERATIONS REPORTS 1. Ponds/Ice Rink¡V We have submitted final report to GOCO and are just waiting for the money! The ice is now closed for the season, restrooms remain open dawn to dusk and warming hut is locked unless we have a paid rental. 2. Skate Park ¡V Closed for the Winter 3. Rainbow Park ¡V no report 4. Nordic Center ¡V Pretty sketchy now, have seen horse tracks on south end, Center is scheduled to close March 15th. 5. Cottonwood Park Area Fishing Signs ¡V Letters from Bill Van Doornink 6. Sand Volleyball Courts ¡V Closed for winter 7. Blue River Pocket Park ¡V No report 8. Other: Danelle¡¦s fundraiser is the 15th at the Pavilion, tickets are available for $20 in advance, $25 at the door. Clean up Day is the 19th of May. Maybe think about cleaning up Lot 39 and the Brown property as a possible project for that day.
