CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES

„Ï Mary Kay opened the meeting at 6:03pm in the Schmidt Room at Town Hall.
„Ï April 19, 2007 Minutes motion to approved as written by Mary Kay and seconded by Don.

I: ATTENDANCE
Mary Devlin, Don Hansen, Tammy Jamieson, Laura Karden, Mary Kay Rachwalski, Marty Richardson, Stinky Steinbrink, Pat Taylor

Absent: Tom Dopplick, Michael Johnson, Matt Livingston, Nathan Mosley, Steve Swanson, stopped in, had another commitment, John Taylor

II: OLD BUSINESS
1. Art in Public Places - It is on the agenda for the June 12th work session. Mary Kay and Pat will attend.
2. Clean Up Day ¡V reminder that we will clean up new areas, and Tim Glasco, HOA, will help with Lot 39.
3. Easement Dedication ¡V August 3rd at 3:00pm for both Lot 39 and 1298 BRP. Tammy will send info to the newspaper.
4. Trees on Granato¡¦s property ¡V Tom D. noticed the dead trees, Bill Linfield will have them taken down on Town property, but because there is no water to irrigate, they may not be replaced. Also it was mentioned that the benches are cracked. We will try to take care of it this summer.

III. NEW BUSINESS
1. Countywide Field Assessment RFP
-held interview, some more work was added to scope, will turn in May 22nd. And hope to have contract by the end of May.
2. Rainbow Tennis Courts ¡V backboard?

IV: PROJECT REPORT UPDATE: Mary Devlin
1. Angler Mountain Ranch:
Final Major PUD Modification and Waterbody & Wetland Disturbance Permit. TC approved 5/9/07, (includes SPORT request for 12 parking spaces at Trailhead parking area).
2. Blue River Crossing (formerly BR Lofts)
Sketch Site Plan submittal is substantially different as Blue River Crossing. PC will review at 5/15 meeting.
3. Lifestyles Center:
No update
4. Sapphire Plaza
Sketch Commercial Subdivision, Sketch Site Plan ad Wetland Disturbance Permit. TC Approved 5-1, on 5/25/07 with conditions.
Condition 6: Relocate the 8¡¦-0¡¨ wide BR path outside or the jurisdictional wetlands.
5. Silver Trout ¡V Lot 5 near Angler Mtn. ¡V in floodway
Submittal returned as incomplete.
6. Rainbow Run ¡V North of mobile home park, across from China Gourmet. River front mixed use 4000sq ft. of office/retail with 2 residential units.
Sketch Site Plan ¡V out for referral comments.
SPORT Comments:
-Would prefer 6¡¦ soft surface.
-What about detached 8¡¦ on Blue River Parkway
-Who will maintain?
-There is no pedestrian access from river to Hwy 9 except through property. Susan will request from developers.
7. Wetland Mitigation ¡V North Pond Park
Bill requested additional information, resubmitting plan.
OTHER:

V: PARKS, TRAILS & OPEN SPACE PROJECTS ¡V REPORTS & UPDATE
1. Blue River Experience:
a. Property Negotiations: BRVRLE, site walk through with HOA, 1298 still needs baseline report ¡V should have that next month or so. Tammy had handout of Lot 39: Open Space Management Plan available, ¡§How to take care of the property.¡¨
b. Blue River Trail ¡V Open House Trail Design ¡V June 1st 3-6pm in the Community Room.
2. Adopt-A-Trail
No requests received from ad in the paper. Have info at BRT open house.
3. Disc Golf Course
Rick will help develop but where, need 15 acres. Damage to land is minimal. Is Maryland Creek a possibility?
4. Dog Park - No Report
5. Pedestrian Bridge Town Center Phase 2 to Outlet¡¦s Phase 3
Under construction, bridge will be set mid July
6. Town Center Ph 2 River Building Multi-purpose Trail
Has been graded, will pour soon. Large number of specimen trees were destroyed, 48¡¦ of caliper trees, it will take 2 years to see if they will survive if replaced.

SEASONAL PARKS & FACILITIES OPERATIONS REPORTS
1. Ponds/Ice Rink
Ordered rainbows and brown should be delivered 1st week of June.
Great fishing so far!! Restrooms are open 9am to dusk 7 days/week.
2. Skate Park ¡V Open and busy
3. Rainbow Park
This weekend is clean up day. South side of the sidewalk around rainbow will be redone.
4. Nordic Center ¡V Closed for season
5. Cottonwood Park Area Fishing Signs ¡V Tammy will address
6. Sand Volleyball Courts ¡V Nets up soon, weather permitting.
7. Blue River Pocket Park ¡V No report
Other:
-Pavilion fireplace being ¡§installed¡¨ where the old fire pit was. It is double sided.
-Stephens Way will be redone which means the trail will have to be redone. Tammy has handout options for furnishings; benches, trash cans, etc. Requests thoughts from committee; should blend in with environment, be natural, no red, and should be ¡§critter proof.¡¨ This will be a fall project.
