CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES

„Ï Mary Kay opened the meeting at 6:02pm in the Schmidt Room at Town Hall.

I: ATTENDANCE
Mary Devlin, Don Hansen, Tammy Jamieson, Mary Kay Rachwalski, Stinky Steinbrink, Steve Swanson, John Taylor, Pat Taylor

II: OLD BUSINESS
1. Art in Public Places ¡V June 27th Council Meeting 1st Action Item.
2. Easement Dedication is August 3, 2007 at 3:00pm.
-Meeting with Brett to look at boulders to place at the site along the river as a memorial to Tom Grande¡¦s dad, ¡§Papa¡¦s Rest.¡¨
-There are 4 picnic tables at the Willow Grove Open Space that are in need of repair, sanding and oiling. If interested, see Tammy.
3. Countywide Field Assessment ¡V Going forward since Frisco signed the agreement. The Consultants will now meet with all agencies involved.

III. NEW BUSINESS
1. Skate Park & Programming Update - Angus Morrison and Matt Quam
-Angus is the Recreation Center Skateboard Instructor and Matt volunteers to help maintain the skate park by painting and maintenance duties.
-Police are making a presence and helmets are being worn by participants.
-Angus and Matt would like to see the park expand in the future, is it possible? Silverthorne has the space to expand next to current site, Breckenridge is maxed out, and Frisco has not room to expand.
-Angus¡¦s skate camps are going very well, and he would like to thank the Town of Silverthorne for their commitment and for being very community oriented. Silverthorne¡¦s Park is top rated amongst Colorado skate parks. The community would like to see the area next to the current site expanded into a ¡§Street Plaza¡¨ which would take some pressure off other skaters.
PARK CONCERN: Area next to the park, when wet from snow and ice, begins to seep into the park and will begin to cause damage.
COMMENTS:
-Steve Swanson, Council Rep., said that he is ¡§so supportive of the skate board program.¡¨
-Angus would like to use the Town of Silverthorne as an example of awesome support for other areas to mirror.
2. Summit County Open Space & Trails Update ¡V Todd Robertson, Russ Kemp, Dan Pins: OSAC consists of 11 members and 3 at-large.
-They have 13000 acres protected to date including Willow Creek, Bashore Property, and Blue River Experience.
-OSAC¡¦s focus; The Lower Blue, ranches and conservation easement opportunities.
-Swan Mtn. Road ¡V we have 2 grant applications out. 1st section Summit Cove to Lowery with ribbon cutting schedule sometime in the summer, 2nd section Swan Mtn Road to Sapphire Point.
-July 19th will be the annual fundraiser, contact NWCCOG for info.
3. Community Garden ¡V Ryan Hyland, Assistant to the Town Manager
-Eddie O¡¦Brien, member of EDAC & WOW Committee is interested in setting up a community garden and some areas being considered are the corner of the Recreation Center¡¦s overflow parking lot, next to the current skate park, or possibly behind the Recreation Center.
4. Matt Livingston has submitted his letter of resignation, and the Committee has accepted it. There are now 2 open seats please pass the word, we will not advertise at this point.

IV: PROJECT REPORT UPDATE: Mary Devlin
1. Angler Mountain Ranch:
-Lot 63 received unanimous approval from PZ and will go to Town Council at the 6/26 meeting. Michael suggested putting together a sub-committee to help when staking out the trail alignment. It was suggested to involve a member of the USFS.
2. Blue River Crossing
-Council suggested meeting all codes, or applying for a variance to rezone as PUD and not a river front mixed. Planning Commission to review on 7/3.
3. Lifestyles Center:
-No update probably until mid September.
4. Sapphire Plaza
-Waiting for resubmittal.
5. Silver Trout ¡V Lot 5 near Angler Mtn.
-Sketch Residential Subdivision & PUD Amendment, staff is reviewing for completeness.
6. Rainbow Run ¡V North of Mobile Home Park Across from China Gourmet. -Sketch Site Plan ¡V out for 2nd round of referral comments.
7. Wetland Mitigation ¡V North Pond Park
Recommended approval, need to dig deeper to get water flow.

OTHER: Stinky feels that the Town should push/pursue the South Ponds.

V: PARKS, TRAILS & OPEN SPACE PROJECTS ¡V REPORTS & UPDATE
1. Blue River Experience:
a. Property Negotiations: Tammy has seen the draft of baseline received for 1298 BRP, in final stages. Land Management Document finalized and should be updated every 5 years.
-John Taylor asked about rumors of condemnation on the BRVRLE property. Tammy said absolutely not true.
-Peterson Appraisal contract signed.
b. Blue River Trail: Open House Trail Design ¡V 30-40 people stopped in to check it out. Received lots of comments, and have met with several Ponds owners to discuss. Will changed trail design from 12¡¦ to 10¡¦. Tammy, Bill Linfield and Stinky are meeting with owners of 130 Allegra Lane this week.
-Corp of Engineers has approved the trail design. Will go for bid at the end of July and hope to build this fall.
-Submitted app to GOCO, will find out later this month if we are accepted to submit full application.
2. Adopt-A-Trail
-Received application to adopt NPP from a Ponds owner. Mary Kay will contact owners and do a walk through with them in the near future.
3. Disc Golf Course
-Copper course is closing, leaving several social paths in its wake.
4. Dog Park - No Report
5. Pedestrian Bridge Town Center Phase 2 to Outlet¡¦s Phase 3
-Bridge has been installed.
6. Town Center Ph 2 River Building Multi-purpose Trail
-Path complete, landscaping will happen soon.

SEASONAL PARKS & FACILITIES OPERATIONS REPORTS
1. Ponds/Ice Rink - Open
-Fish delivery truck broke down; fish will be here next week. Docks have pulled away from the edge; Columbine Hills is fixing the issue.
