MINUTES OF SPORT COMMITTEE August 16, 2007
CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES
„Ï Mary Kay opened the meeting at 6:02pm in the Schmidt Room at Town Hall. „Ï June 21, 2007 Minutes were approved. Tom motioned to approve minutes as written; seconded by Don. „Ï July Meeting was canceled due to lack of quorum.

II: OLD BUSINESS 1. Art in Public Places ¡V Approved by Council on July 27, 2007 Skate Sculptor ¡V Kelly ¡V Tammy hasn¡¦t heard from her. We will wait for artists to approach us then show them the new policy. Group should review map of town property for prospective locations. Mary offered to work with subcommittee on locations/review map. May review with EDAC and Ryan Hyland. Mary Kay and Don offered to review. 2. Easement Dedication is August 3, 2007 Went very well ¡V around 30 people in attendance. Tammy forwarded link of Channel 10 to group to view.
2. Countywide Field Assessment ¡V A) Staff meeting with Norris Designs on 7/12 Tammy updated the group on the assessment progress. All towns and County are involved in the Assessment. Tammy, Joanne Breigenzer, Kevin Batchelder and Bill Linfield met with Norris Designs.
B) Stakeholder Meeting 8/7 ¡V Meeting was open to public comment. Contact Joanne B. if anyone has comments they would like to give on Summit County fields. Findings are to be presented at the end of September.
III. NEW BUSINESS 1. Joint meeting with Town Council ¡V Save the date of November 27 The group decided to use this joint meeting as their regular meeting for November.
2. GOCO Regional Grant Tammy updated the group on the large scale grant and the changes that GOCO made to the grant process. We will not be submitting for the Regional Facilities Grant, but will wait for the Regional Trails Grant and submit at that time.
3. CDLT Friends of Open Space Honors Awards Party scheduled for September 6 at the Silverthorne Pavilion. Tammy asked for a volunteer to attend on behalf of SPORT and set up a display. Mary Kay offered to attend.
IV: PROJECT REPORT UPDATE: Project Name: Mary Devlin updated the committee on the following: 1. Angler Mountain Ranch: Planning Commission has reviewed and recommended approval of the Final Site Plan for Lot 63 (in Filing No. 1) which proposes 13 duplex units. 2. Blue River Crossing The applicant, according to the conditions of the Sketch Site Plan approval, has received approval of a Sketch PUD proposal to permit the flexibility to the zoning district standards to increase building height and to permit shared parking. A Preliminary PUD will be processed in the near future. 3. Ponds Wetland Mitigation Site plan modification was approved by Council. 4. Rainbow Run Development received Town Council Sketch Site Plan approval on July 1, will go straight to final approval. 5. Silver Trout ¡V no update 6. South Maryland Creek - Staff continues to meet regularly with the applicant on this project to discuss the proposed Major PUD Amendment. Staff also continues to meet with the applicant concerning the affordable housing project on Lot 31, Ptarmigan Trail Estates. V: PARKS, TRAILS & OPEN SPACE PROJECTS ¡V REPORTS & UPDATE 1. Blue River Experience: a. Blue River Valley Lake Estates ¡V Tammy updated the committee on HOA negotiations; we have received the appraisal on the easement. We have also received a ¡§Proof of Design¡¨ of the trail on the easement from DHM. Tammy will seek permission to start negotiations.
b. Blue River Trail: 2. Disc Golf Course ¡V Laura feels South Maryland Creek Ranch is the only place a course would be possible in the Town of Silverthorne. Concern on how a 20 acre park would fit on the site was briefly discussed. Mary will check into the annexation of 61 acres and how this affects Parks, Trails and Open Space. 3. Dog Park - No Report
SEASONAL PARKS & FACILITIES OPERATIONS REPORTS 1. Ponds/Ice Rink - Open 2. Skate Park - Open 3. Rainbow Park - No report 4. Nordic Center ¡V Closed for season John Taylor informed the group of the problem with the Nordic Center with the trails. John also asked about the Skedaddle ¡V approved in budget for 2008 but haven¡¦t received final word 5 Cottonwood Park Area Fishing Signs 6 Sand Volleyball Courts - Open 7 Blue River Pocket Park- No Report 8 Adopt a Trail Program ¡V Park Component Update Don reported: Bike path heavily stoned with the heavy rains on Stephens Way & River. Water park looks like a possibility; trying to find money in the budget.
VI. 2007 Goals ¡V Status
1. GOCO Large Scale Grant a. Complete Final Reports for GOCO Large Scale Grant / Completed 8/7/07 2. Blue River Trail a. Pursue rights-of-way for Blue River Trail and other trail routes b. Continue to collaborate with BRVRLE HOA on negotiating possible easement acquisition c. Complete Final Design / Construction Drawing for Blue River Trail d. Apply for 404 Permit for Blue River Trail e. Build Segment 2, (Hamilton Creek to Bald Eagle Rd,) of the Blue River Trail 3. Replace two Park / Recreation Facility signs 4. Add the ¡§park¡¨ component to the Adopt-A-Trail Program / Completed July 2007 5. Submit Final Draft of the ¡§Art in Public Places¡¨ Program to Town Council / Approved 7/27/07 6. Mini-Projects a. Integrate pocket park with the pedestrian bridge b. Improve park area along the Blue River north of the Silverthorne Pavilion
VII. 2007-2012 GOALS (Parks, Trails and Open Space Master Plan) 1. Blue River Trail a. Build the 5 segments of the Blue River Trail 2. Rainbow Park a. Update Master Plan b. Complete park amenities 3. South Maryland Creek Ranch Park Area a. Accept SMCR park donation and build park area vertical amenities.
