MINUTES OF SPORT COMMITTEE
May 15, 2008

CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES

„Ï Don opened the meeting at 6:00pm in the Schmidt Room at Town Hall.
„Ï March minutes (April meeting was canceled) motion to approve by Mary Kay and seconded by Tom.

I: ATTENDANCE

II: OLD BUSINESS
1. Committee Openings: SPORT members unanimously recommended Frank Gutmann and Marilyn Repsher for appointment to the committee. This recommendation will be on the consent agenda at the May 28th Council meeting.

III. NEW BUSINESS
1. Silverthorne Town Clean up is Saturday the 17th. Meet - Rainbow Park at 9am.
2. July 12th County wide weed pull. Meet at 8am at the Senior Center in Frisco. Silverthorne¡¦s project will be North Pond Park.

IV: PROJECT REPORT UPDATE:
Project Name:

1. Angler Mountain Ranch: Filing 3 submittal ¡V under review.
2. Blue River Crossing: Final submittal ¡V PC 5/20/08. Public Meeting 5/20 4:00-5:00pm at Baker Hogan Houx.
3. Ponds Wetland Mitigation: No update.
4. Rainbow Run: Plans agreed on 10¡¦ path/easement, 8¡¦ sidewalk but no connect to path.
5. Sapphire Plaza: Final Site Plan ¡V waiting on revised submittal.
6. Silver Trout: Under review ¡V waiting on revised submittal.
7. South Maryland Creek: Final Subdivision ¡V under review. Revised Wetland Disturbance Permit ¡V Preliminary Review.
8. Home Depot: Sketch Plan ¡V on referral.
SPORT¡¦s major concern is regarding the safety of pedestrian and bicycle traffic where the proposed bridge site is currently. Another concern is the disturbance of the highly used fishing area under 1-70 and what a bridge in that area would do to current usage.
9. Ptarmigan Affordable Housing: Sketch Plan ¡V PC 5/20/08; TC 5/28/08
Question was raised about relocating trees on current site? Tammy will talk with Bill L. This project is part of the SMCR annexation.

OTHER:

V: PARKS, TRAILS & OPEN SPACE PROJECTS ¡V REPORTS & UPDATE
1. Blue River Trail:
a. Columbine Hills has been awarded the contract, they plan to start in June with 90 days to completion.
-GOCO Trail Grant application it out, deadline is July 1st and decision will be made October 12th. Tammy will proceed and has asked committee members to help with obtaining more support letters. These letters are due to Tammy the last week of June.
b. RFP Update: No update.
2. Disc Golf Course
3. Dog Park:
Don, Mary Kay and Tom looked at Town owned property for possible doggie park location. The following is what they came up with;
1. Rainbow Park (undeveloped 5 acres) - unacceptable.
2. Bottom of Dillon Dam between ballfields and water outlet/3rd choice!
3. Mesa Cortina land behind vacant car dealership ¡V not suitable.
4. Behind old Silverthorne Elementary School/2nd choice!
5. Red Mountain Annexation.
6. Trent Park Expansion/1st choice!
Tammy will take these recommendations to the Town Management team 1st. Don (Liz) has a handout with more detail if interested.

VI. SEASONAL PARKS & FACILITIES OPERATIONS REPORTS
1. Ponds/Ice Rink: Dock is floating! Baseline water test to be done? Tammy will ask Zach.
2. Skate Park: Open and busy!
3. Rainbow Park: Park is closed as well as the Pavilion field until June 1st.
4. Nordic Center: Closed
6. Sand Volleyball Courts: Closed
7. Blue River Pocket Park: No Report
8. Adopt a Trail Program: No Report
9. OTHER:

VII. 2007 Goals ¡V Status

1. GOCO Large Scale Grant
a. Complete Final Reports for GOCO Large Scale Grant / Completed 8/7/07
2. Blue River Trail
a. Pursue rights-of-way for Blue River Trail and other trail routes
b. Continue to collaborate with BRVRLE HOA on negotiating possible easement acquisition
c. Complete Final Design / Construction Drawing for Blue River Trail
d. Apply for 404 Permit for Blue River Trail
e. Build Segment 2, (Hamilton Creek to Bald Eagle Rd,) of the Blue River Trail
3. Replace two Park / Recreation Facility signs
4. Add the ¡§park¡¨ component to the Adopt-A-Trail Program / Completed July 2007
5. Submit Final Draft of the ¡§Art in Public Places¡¨ Program to Town Council / Approved 7/27/07
6. Mini-Projects
a. Integrate pocket park with the pedestrian bridge
b. Improve River Bank area along the Blue River north of the Silverthorne Pavilion
