MINUTES OF SPORT COMMITTEE
October 20, 2005 - 6:00pm

CALL TO ORDER/APPROVAL OF PREVIOUS MEETING MINUTES
„Ď Marty opened the meeting at 6:00pm in the Schmidt Room at Town Hall.

I: ATTENDANCE

II: OLD BUSINESS
1. Maryland Creek
Finished reviewing final materials. Review sketch subdivision will be reviewed by Planning Commission on November 1 then to Town Council on November 9th. They have committed to the 20 acres with dedication of park to the Town within 7 years. At the next SPORT meeting Michael will have a timeline for trail segment completion.
2. North Pond Park ˇV Site Plan - Kim, Neils Lunceford and Jarrett, Baker Hogan Houx
Update to SPORT from meetings with PC and TC in July:
Key Points from Council, including the addition of Maintenance shed
1. Lighting; parking lot lights similar to the Pavilion 9-12ˇ¦ poles w/0-glare.
2. Safety; Blue River Trail crosswalk with added lighting, guardrails and possibly mesh, added to docks for safety.
3. Berm vs. Fencing along Highway 9 to buffer noise. Buck rail fence from the trail to the bridge with trees, vegetation.
4. Restrooms; they have been split into 2, menˇ¦s and womenˇ¦s with single stalls.
5. Warming Hut; have added 4 gas unit heaters in ceiling and one in each restroom. Solar was not in the budget, but have large south facing windows for passive solar heat.
6. Storage; added in lobby under countertops to put shoes, etc. Janitor storage with sink, with gas stubbed out for future fireplace use. Flip up benches have been added for addition seating.
Other:
-Windows have been lowered to allow Police Dept. to see in during security checks. Lighting will be on a motion sensor
-Can flip up benches be added to the restrooms for changing purposes?
-Will the warming hut be open during night skating and will it be staffed?
-Leash law would be in effect in the park.
-Drinking fountain?
-Will Allegra Lane be extended at the same time as pond construction?
-The Trail is on the ˇ§wrong sideˇ¨ of the road. Can it be switched to the west side as opposed to the east so that kids and users do not have to cross more roads to get to the pond park? Will some wetland approval be needed to do this?
Budget: $600,000, but with changes it is now $300,000 over original concept budget of 3 years ago. Some of the added expenses:
-2 bathrooms as opposed to 1
-Details such as heaters, architecture, windows, maintenance shed, docks, dredging, lighting ($50,000); bury existing utility lines ($61,000), and curb and gutter.
Next Steps: Recommendations from SPORT:
1. Go for it.
2. We support architecture.
3. Phase in the lighting, but put in infrastructure.
4. NOT a priority to have 2 bathrooms.
5. Community funding, such as donated benches and picnic tables, selling bricks

1. Ponds/Ice Rink - Closed for season

3. Rainbow Park Master Plan Review - on hold
-Eric Nicholds brought brochures from ˇ§Climbing Bouldersˇ¨, idea for area next to skate park. He will research costs.
4. Nordic Center - Closed for season
-Have contract for this, 2005-2006 season.
5. Pocket Park
6. Doggie Park
7. Sand Volleyball Courts
-New fence in, thank you to Tom, Howard B, Don, Barb, Tammy for helping and to Public Works for their awesome work. Mesh fencing next spring.
